  • After serving time, Robbie Miller adopted a rescue dog named Shadow from Marley’s Mutts Rescue and founded Shadow Ranch to give abandoned dogs a second chance.   • Carlos Baldovinos, executive director of Mission at Kern County, spent 24 hours speaking with homeless individuals and said California must shift from building more shelters to boosting addiction recovery and mental health services—legislative measures like AB 109 and Proposition 47 have worsened the crisis. He recommends using jail space as temporary stabilization centers to help those in need—an approach that could guide future policy changes.  23ABC News

HEALTH NEWS

  • Health advocates from Kern County will operate a mobile outreach bus throughout November to help residents in rural areas like Lake Isabella and Frazier Park enroll or renew Medi-Cal before changes begin in January 2026.
