- ➤ Fuller Apartment Homes said a new apartment complex, Park Center at Seven Oaks, will be built at White Lane and Allen Road in southwest Bakersfield with 520 units and many amenities — including a resort style pool, clubhouse, and fitness center. City officials expect the project to boost economic growth by providing new housing near growing businesses — and a proposed industrial hub at the 1,600-acre Rosedale Ranch may add more jobs.
